PART TIME DISTRICT MANAGER POSITION
Reclamation District 799 (Hotchkiss Tract) is responsible for the management of 8.9 miles of non-project levees. RD 799 was established in 1901, and operates under the authority of the State of California’s Central Valley Flood Protection Board and the Department of Water Resources. The community is comprised of residential, agricultural and recreational properties.

GENERAL DESCRIPTION OF DUTIES
Plans, organizes and provides administrative direction and oversight for all District functions and activities; plans, manages and coordinates the installation, operations, maintenance and repair of the District’s levee and drainage systems.
Provides policy guidance and program evaluation to the Reclamation District Board of Trustees; ensures that all regulatory and contractual requirements are met; encourages and facilitates provision of services to District residents and businesses; fosters cooperative working relationships with other government agencies, regulatory agencies and various public and private groups; and performs other duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Policy direction is given by the Board of Trustees.
EXAMPLES OF DUTIES (Illustrative Only)
- Responsible for the smooth operation and management of all District resources on a daily basis. Must be able to identify problems, find solutions, and take corrective action in a timely manner and make recommendations when required on matter concerning the District, its employees, and resources.
- Enhances communication between staff and trustees.
- Represents the District and the Board of Trustees, in meetings with various governmental agencies, community groups, developers, contractors, business, professional, regulatory and legislative organizations; acts as the District liaison with the media.
- Oversees the maintenance and enhancement of the District’s levee and drainage systems.
- Prioritizes and allocates available resources; and reviews and evaluates program and service delivery, makes recommendations for improvement and ensures maximum effective service provision.
- Monitors changes in law, regulations and technology that may affect District operations.
- Plans, schedules and conducts meetings with employees, contractors and engineers.
- Responsible for the direct supervision of Field Maintenance staff and contract workers.
QUALIFICATIONS
Experience managing reclamation districts, flood protection systems or other public entities. Knowledge of funding programs within the Department of Water Resources, FEMA and Army Corps of Engineers. Management experience that includes directing staff and advising elected Board of Trustees.
Knowledge of:
- Principles and practices of the development, operations, maintenance and management of levee and drainage systems.
- Principles, practices, methods, engineering and technical requirements of storm water collection and discharge as well as levee and Delta levee construction, maintenance and repair.
- Principles, practices and procedures of public administration.
- Principles, services and funding sources of a public agency.
- Functions, authority, responsibilities and limitations of an elected District Board of Trustees.
- Applicable federal and state laws, codes ordinances and regulations.
- Computer applications including the latest version of Microsoft Word, Excel, and Access and the ability to send and receive e-mail including attachments.
- Techniques for effectively representing the District in contacts with governmental agencies, community groups and various business, professional, regulatory and legislative organizations.
- Techniques for providing a high level of customer service to public in person, over the telephone and through written correspondence.
Skills in:
- Planning, organizing, administering, coordinating, reviewing and evaluating comprehensive programs for levee and drainage systems construction, maintenance and repair.
- Working independently, prioritizing work and making decisions regarding correct application and implementation of work procedures. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to work with others and to formulate appropriate instructions to achieve desired goals.
- Working cooperatively with the Board of Trustees, regulatory and governmental staff, members of the public, and District personnel.
- Interpreting, applying and explaining laws, codes, regulations, standards, policies, procedures, construction plans and specifications, technical manuals material data sheets, safety manuals, work orders, street maps, letters, reports, memos and messages. Interprets plans, specifications and diagrams used in the design and construction of levee and water reclamation systems and related activities.
- Developing and implementing goals, objectives, policies, procedures, work standards and internal controls for the District.
Education and Experience:
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. Experience in levee management and working with an elected Board of Trustees is highly desirable.
Ideally, candidate will have an equivalent to graduation from a four-year college or university with major course work in business administration, public agency, engineering, or a field related to this work OR will have 5-years of management experience in a municipality, special district, reclamation district or other government setting.
License and Certification:
Must possess a valid California Class C driver’s license and have a satisfactory driving record.
Physical Demands:
Must possess mobility to work in a standard office and shop setting and use standard office equipment, including a computer, as well as tools and equipment needed to perform the duties of the job; mobility to visit and inspect various District systems and facilities; stamina to work on uneven terrain, in confined spaces, around machines, and to climb and descend ladders; strength to lift and carry materials and equipment weighing up to 75 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, over the telephone and a two-way radio.
Other Requirements:
Must be available for [standby and response to] off-hours emergency and/or non-emergency situations. May be required to respond to emergency and public calls after hours including evenings and weekends. The work requires outside exposure to all weather conditions with dust, noise, traffic, some potentially hazardous materials and electrical or heavy equipment.
Attendance at off-hour meetings and occasional travel may be required.
The District may conduct a background check and/or drug screening as part of the hiring process.
